Changing profile Personalized Picture/Avatar/Image

Hello,

I'm wondering how to change regular (blank) Personalized Picture/avatar for the users who haven't set it up yet. Is there any option in 2.0.13 SMF version to change this? Check my image for a better understanding below.

As you can see the red square, the Personalized Picture/Avatar is blank for a newly registered user. So how to change it for example to look like this:
