how to define a junior administrator !

Hi guys

I am the admin of a forum, i need to give my second in charge all the same rights that i have, but i need to secure my admin password and user name, together with the possibility to delete him, in case.

I would also like to keep access to the server settings secure.

Basically what it boils down to; I need to give him all the rights to run the forum, but I want to keep the possibility to reserve my position.
