There was a single server side (not in the .hta file) redirect I found int eh cPanel what appears to have been causing the problem.  I changed it to match the forum url format and the issue seems to be fixed. 

www. vs not www. 

Interestingly I had tried changing all the paths using settings.php to what I assumed (and was) in the server side redirect originally, and it didn't fix the problem. 

Oh, well its working now. 

I was pretty sure all I had in the .hta files was some stuff blocking Chinese spiders from taking up all the Mysql connections and blocking my users from connecting.

I thought it would be something like that. redirects can be tricky sometimes.
But glad to hear it's working now!

Its working on desktop, but still seems to be exhibiting the problem on mobile. 

I do have a couple other server side redirects, but none are related to this website.
