Limiting attachments by user possible?

Is it possible to limit either the amount of space used or number of attachments by user? 

I do go in and clean the attachments occasionally so they aren't taking up too much space.  Some of the attachments are informational so I'd like to leave those behind. This makes cleaning attachments somewhat of a pain. I'd rather a user have a limited amount of space or number of attachments so they can prune the fluff themselves?

I believe there is a mod for 2.0 that allows setting the limits by membergroup, I haven't seen a 2.1 version of it though. The default limits for everyone are configurable though.

The Automatic Attachment Rotation (and Resize) mod can be configured to automatically resize JPEG image attachments so that they take up less space and it also has the option to allow some membergroups to select different JPEG resizing/compression options.

In addition, it also allows admins to resize existing images (either individually, in groups or via batch processing) that are larger (ie, width/height and/or compression percentage) than the options configured for the mod.

I've used that mod (ie, Group attachment limits) on my SMF 2.0 forums but the limits only apply on a per-post basis (ie, they do not restrict the total number or size of attachments an individual member can upload).

And smf never works permissions on a per user basis.  Permissions are membergroup based
