SMF 1.1 final shall be released when it is ready. Not a minute sooner. It is important to understand that there are really no new or very few features going into SMF 1.1 RC3/Final after RC2. I find RC2 to be really quite stable enough to use at this point. I also do think it will take some time seeing as it appears an RC3 will be coming, as mentioned in the SMF newsletter. So saying RC3 came out in a few weeks, the final could be many months away from RC3. This is the best I can guess, but really, it could come out in a year or longer for all I know. The development team really wants to have SMF 1.1 as stable as possible so we don't need to see 7 minor releases of it like we saw in 1.0. Sometimes certain things are unavoidable, but others are not. If you rush the development to release 1.1 final too fast, you are not really receiving a 'gold' product that is as stable as it should be.

Well, if there is going to an RC3 (I thought RC2 was going to be the last release candidate) then, looking back over history, I predict 1.1 will be released on the 29th or 30th of December 2006.

I don't believe it's that far off.
