Reject or delete

Could you please explain to me the difference between reject or delete when someone applies to join the forum and who is not wanted as a member.

Reject just denies their application and doesn't activate the account. Delete will Delete the account.

Which one should I use if I do not want them to try to join again,
This sounds such a daft question but it is when I have to delete spammers, I wonder if there is one that is better than the other to chose.
I have been using the reject , does this mean that they will still receive emails that are sent to all members?  This has got me worried now.

I do not believe so but I may be wrong.

I would just delete them if you are not wanting them to activate their account.
