Show newest member in Joomla content

I'm looking for a way to say something like: "We'd like to welcome ****** our newest member"...or something to that effect in Joomla content. Is there an existing way to do something like that? What does it involve? Thanks.

On second thought, maybe in the header. I'd like to always have something that welcomes the newest member. Is there an SSI function that does this? If so, I can't find it.
