Rules @ signature

Well the idea is,

When a new member registers and he wants to edit his signature, the first time he will do this he will see a little text you can edit as an admin (Containing rules or whatever) So he knows what is allouwed in the signature.

BUT if he doesnt edit his signature before posting, you will not be capable of seeing this little text message as an signature, And if this isnt clearn enougn check out www.gamerenders.com they got the same thing.

So is there any mod who can get this for me?
