global vs local

tried searchin on this.. but couldn get a proper clarification on it..
just wanna check whats the purpose of this switch between global and local?

Global means the board gets its permissions from the same place all the others do; essentially, that it's just another board.
Local is for making a board have its own, different permissions.  The downside of using this is it makes it more difficult to manage the permissions (because you have to, for example, allow attachments on every last board one by one.)
