notification enabled right from the start

Hey, forums like joomla and others have notification enabled right from the start and some dont. I wanted it avaiable by default so that whenever the user signs up he gets the notification that his reply has arrived. How do i do so?

If I understand you correctly look at resetting the default settings for everyone:

Themes & Layout>Reset Options>Turn notification on when you post or reply to a topic.
