Way to require certain # of posts to receive privilege to send PMs/announcement?

I'm having a problem with people who register only to PM  people about their own forums/products/whatever.  I'd love to be able to to specify a certain number of posts each member must make before s/he receives PM privileges.  I did a few searches of the forum here but was unable to find any topics about it.  Can anyone help?

Try using member groups, If they are new and have a total of "0" post, make it so they don't have access to PM other members...

I think that should work.. and should be easy... but maybe wrong...
