Error - Forum users are only able to post 1 picture at a time

That info has changed a lot over the years. It used to warn you from using ISAPI. However, the preferred way (of Zend and Microsoft) of using PHP with IIS 6 and above is using the FastCGI component I linked to. If it won't damage your configuration, I'd at least give it a try and see if your problem is helped.

If you can find any kind of error logs (I don't recall if PHP logs to the system error log when in ISAPI on IIS - I think it does), see if they tell you what is going on.

Anyway, welcome to Windows, where the logs are minimal and troubleshooting is very much guesswork.
