Whitelisting hostnames for new users

I have a very persistent (banned) user of my forum who keeps on coming back and be rude to everyone, posting stuff in the maximum message length just to annoy (and lateron, posting 112 images in stead of text in order to maximize annoyance), and so on.

Unfortunately an ip-ban isn't sufficient because he is very capable in finding proxy's and access my website through them.

Fortunately, SMF has the feature that new accounts have to be verified, and if a user has a hostname from a valid ISP (*.speed.planet.nl, *.home.nl etc (I have a duch website)), I activate its account. Because hostnames given by a  provider typically don't change, a banned user will stay banned.

In a normal situation, I have about 2 new accounts each week which I have to validate. This problem is going on for multiple months now and I'm growing a bit tired of activating accounts.

A feature which I would really like is the whitelisting of hostnames which won't have to be activated. That way users without a proxy won't have to wait for my activation and I won't have to activate users (and won't receive complaining e-mails when I leave for vacation for a week or so).

This feature could be used in a same way for e-mail addresses (an about-to-be-user with e-mail address something@orange.nl would be automatically validated). Because very little users actually use an e-mail address given by their provider, I think this feature should receive less priority.

If this feature would be implemented in a future version of SMF, or if anyone could create a plugin, I would be VERY happy.

This is exactly what I was thinking.  Is there a way to modify the verification script to allow certain email addresses to not be banned, or to ban all except...?  I need to only allow people on my board who are students at a particular school, and don't want them to have to wait for approval.  anyone with the email @student.schoolname.edu would be approved, all others can't submit the request since the field is invalid.

Can I do this somehow?
