Can one define which theme a guest is allowed to view?

Not separate from regular users AFAIK. You can

a) Limit everyone to use one theme of admins choice.
b) Limit everyone to use an admin selected list of installed themes. or
c) Allow everyone to use any theme installed.

EDIT: oops, Sorry b) is 2.0 only.
