symptom- i noticed tonight with a few accounts that promoting someone to moderator seems to corrupt their screen display.   removing moderator status does not fix this problem.  i have had no other reported issues with regular members or my administrator account.  it only does this when changing the user status.  it should be noted that the copyright was not removed, even though there is an error saying it was.  there are MANY pages of errors... i will spare you the gory details.   the main menu buttons are also garbled and there is a big warning that the copyright text was removed.  logging them out and back in does not clear the problem.  i have two very important members whose accounts are in jeopardy because of this!

problems include the main menu buttons becoming corrupted and unusuable and the text from the language files around the info center at the bottom of the index page disappearing.

Its appears that your missing some language files.
Thats why the menu and other areas look incorrect.

Are you using the default English language that ships with SMF?

or are you using a downloaded language pack eg english-utf8?, french?, spanish-utf8? etc

it only affects users that I made into moderators from regular members.

looking at it now. any idea what I might be looking for?  remember it only affects newly appointed moderators.  pre-existing moderators did not have this issue.

at the top of the corrupted pages is this garble:

there is no reference to it in modifications.english.php but there is some code in index.english.php at the end:

i uninstalled that mod which got rid of the text at the top but did not solve the rest of the problem.  it would SEEM like the issue is in index.english.php or index.template.php but i have no idea why it would only affect newly appointed moderators and nobody else.  anyone?

it is also giving me the message:
"Sorry, the copyright must be in the template.
Please notify this forum's administrator that this site is missing the copyright message for SMF so they can rectify the situation. Display of copyright is a legal requirement. For more information on this please visit the Simple Machines website."

in the footer of the home page.  i check the code in index.templat.php and it is just like it should be.  really stumped on this one.

SOLVED!
the problem occurred because when i moved someone to moderator, their default language was changed to russian.  this was discovered thru phpmyadmin checking the database records...  THERE IS NO RUSSIAN FILE!

i completely overlooked the fact that when i was changing the account the language was set to russian for some unknown reason...
