Cannot log in to perform upgrade

After upgrading to 1.1.9 in admin, the only package I see installed is

Modification Packages
   Mod Name    Version    
1.    SMF 1.0.17 / 1.1.9 / 2.0 RC1 Update    1.0

Nothing to install, no install options.

So I guess that's it.

Ok I installed a mod called Stop Spammer 2.2

I will keep trying them out if one does not work.
