utf8 language files update, and Language area blank screen

Howdy peeps,
I did the usual search and couldn't find if this had been addressed.
It's only a small matter, but still needs attention.

I installed many utf8 language files on a fresh install, and received a few of these errors:
Undefined variable: modSettings
and
Undefined offset: 28
in the index.{language}-utf8.php of these files:
albanian, kurdish_kurmanji, bangla, hindi and serbian_latin.

The global $modsettings is not there, which was an easy fix.
For the offset, they're all calling for  ' . $txt[28] . '  when I believe it should be  %1$s.
Is this correct?

Also when I click on the 'Edit Languages' tab, I get a white screen, so something has gone down the shute there.
There are no errors in the logs.
I recall the connection dropping out once, I don't know if that would have contributed to it.
I'm guessing by simply adding language files couldn't have done this, so could somebody please tell me which file(s) handle that area?
