How does mail queue features in SMF 2.0 RC 1.2 works?

It reduces the load on the server by sending emails part by part. This is mainly because if you send mass mails at one go, the host will be affected and so will you as they'll terminate your account.

Good to set the valves low but what does setting values to zero means

Setting the value to 0 should mean messages don't get queued, so that they will all leave at once; some hosts will block some/all of those messages if you're sending a lot of them.

I have the limit to send email to all members as 300 per hour.
so what setting should i keep in mail setting.

Maximum emails to send per minute= ?

Maximum amount of emails to send per page load= ?

currently I am using as below:

Mail type : smtp

Maximum emails to send per minute= 5

Maximum amount of emails to send per page load= 295

. my other question is , all the mails are in the  Queue if i close the forum page can the Queue will automatically send all mails. if not then what should i do ?.

The settings you have are fine. If you close the page it'll manage it in the background for you without any work needing to be done by you.

No, mostly because it's a huge amount of reimplementation to make it work properly.
