Can i install a new forum in its own directory [forumstest] build it ... make a backup and existing boards and database import it into forumtest and all should work, people be able to log into both ?

Provided you run repair_settings.php after the import, probably yes.

So to get all post/boads/categories.. all i need to do is save a backup and then restore it in the other forum ?? and can that work from 1.1.11 to 2.0 ?

No, from 1.1 to 2.0, you have to copy it into a new 1.1 forum, run repair_settings.php, then run the upgrader.
