there is topics in my forum there are deleted, how can i know who is delet this topic??

Admin -> Maintenance -> Logs -> Moderation log
or
Admin -> Maintenance -> Logs -> Administration log

Then you have those logs turned off, you can turn them on in
Admin -> Configuration -> Core Features -> Moderation, Administration and User Logs
but you will not get logs of things done in the past, only from what happens after you turn them on.

No, if the log was not in use - there is no way to tell for sure.
