Just a suggestion, make sure that the values in Settings.php are correct ones (Make backup of that file before touching it).
Along these links have you tried running repair_settings.php? on your forum to see it can address any possible path issues after the move?

I may have but am unsure, I can run it again though if yal think its worth giving it a shot but I'm pretty sure I tried it already.

Also hate to ask this questions but what is the best way to copy the settings it will check or change before I use it besides backing up the database, you know I want something I can look at if something goes wrong(as of right now the forum works fine but I keep getting that error).

Well just copy your settings.php file, and database [as theme settings are stored there].  But the repair_settings.php is quite safe to use and will not alter anything [automatically] to make your forum unworkable.
