Is there anyway I can allow users to create a topic but no other user is aloud to post there but the topic poster and staff.

I'm no expert but it sounds like what you're looking for is just locking the topic

You can set the member permissions to allow normal users to lock their topics - locked topics can only be replied to or unlocked by administrators and (I think) global/board moderators.  No regular member can reply to a locked topic.

To do this, the person who creates the topic (or any staff member) merely has to use the 'additional options' area below where they're typing their post and check the 'lock topic' box.

once the topic is locked the user that locked it can not post in it at all unless they are a moderator or admin.

you would need some type of post moderation which 1.1.1* does not have. otherwise you would need a mod, have you checked the mod site?

Lol, I'm not an idiot. I have hosted 4 forums before but isn't there an easier way? To have a board where players can't reply to it and only create topics in there.

no at this time given which version of smf you are currently using there is no easier way.

you can try setting permissions to post new topics only, but that may not work well.

We do that with one of our boards.  You have to do it at the board level, of course.  Use Local Permissions for the board and do not allow Members to reply to topics started by others.
