hacked? admin link is shown to regular users

Hello!

I'm having a strange issue with my SMF forum (2.0.1 ver, theme Yabb_SE_Next_Gen_SMF2 ).
Regular users (not admin and moderators) started to see main admin link in the forum menu.I cant remember (and Im pretty sure) that I didnt made any changes in the forum recently.
They can click the link and forum asks for password, they put their passwords and the forum allows to proceed. Actually they do not see the whole admin, just some sections like
admin center page
support page
news page

As far as I can understood allowedTo('admin_forum') doesnt work properly.
Please suggest why and what I can do.

can you post a screenshot of the permissions given to the regular members group?

also check one of these users profile -> show permissions and post a screenshot of that.

Thank you for your fast reply! It's really appreciated.
The forum main language is russian, but I've temporary switched  it to english to make screenshots for you. So some russian words are not displayed correctly ) hope it's OK.

where is how they can see admin page and list of permissions of one of the users.

the users have permission to send newsletters via

Send a forum email to members

remove that permission and they will have no access to the admin panel

I've  hardly guessed that this can lead to admin center link to be shown :)
