Necesito urgente ayuda...

Estaba probando un baner bordo que se ve en la imagen es de noticias que le habia agregado al foro, dicho baner se configura en condigo HTML, cuando probe con la sentencias <TITLE>... el foro me quedo asi....





Toda la pantalla de ahi para abajo se ve celeste y no puedo entrar de ninguna manera a arreglar el problema....
