Add a comment rather than a reply to a thread

Most threads start as questions, I think. ( I wonder how you agree with this.)

In  responding   to a thread, it would be nice to be able to make a distinction in your post whether you are attempting to reply to the qestion (answer it) or whether you are just providing a bit of feedback about the post you are responding to.

Answers could have a different sort of formatting, smehow.
Comments could use smaller font, for example.

I feel that if it is the poster that has to decide if his answer is an answer or a comment, in the vast majority of the cases you'll end up with the default setting (i.e. people will not care to make any distinction).
Additionally in the majority of the forums the distinction would be rather weak and mostly not useful (like for my forum).

I think you have in mind something for the structure/function of your forum, in that case, the best option I can suggest is to request a mod, if you want someone can move the discussion in the mod requests board. ;)

How about doing something with the Message Icon, if a responder wants to distinguish between a reply and a comment (whatever you interpret that difference to be)? The MI can be selected in the full reply page. Maybe you'll want to extend the list of choices with some new ones?

I wouldn't rely on the message icon, because there are two circumstances where it will not be what the user selected.

Firstly, if there's an attachment, it's changed to the attach icon, and secondly if the user is using any of the wireless modes, it's changed to a mobile icon.
