Trying to change a url to words in my posts.

Okay I have googled and googled and they all say to use one of these:

<p><a href="URL path to external link" title="Mouseover Description">Link Text Description</a></p>

or

<a href="URL path to external link" title="Mouseover Description">Link Text Description</a>

But none work on my smf 2.0 can anyone give me the proper way to make urls into links that have text?
