Users can't post new topic....... My permissions are OK.......... i have checked on it several times.....what do i do....... this is the error message i get    An Error Has Occurred!

That would mean that permissions are not OK and you have misconfigured it in some fashion... I don't know what you've checked but you definitely haven't set it correctly.

So... in the board's configuration, what permission profile is that board set to?
