mass email (newsletters) - members emails not listed?

Hi,

This is my first time using the newsletter feature in SMF (I am using 1.1 beta 4). When I go to post the message, I am selecting all membergroups. When I go to send the message, only the moderator's, global moderator's and administrator's addresses are listed. Is this normal?

I have a couple of test accounts I have created and they did not get the message; only my administrator account did. Is there something I am doing wrong?
