Remove the Warning! and Login sections from the bottom of the Home Page?

Is there a easy way for a newbie to remove the Warning! and Login sections from the bottom of the home page?

I have tried editing the login.template.php file and am not getting it right.

I am using SMF as a portal for only a few members that I pre-register.  (Board of Directors)
