Urgent How to make a shift over?

My site is hosted at siteburg presently .

I want to change the server from siteburg to another one.
But i have around 160 users and 150 posts.
I downloaded the .sql file and now want to make a shift over
Also pls suggest whether to migrate to RC1.1 would like to do that only if it is faster then 1.0.5

I followed the instructions for moving to another server.
But i cant download the .sql file properly on downloading it it is only 34 KB .My previous backups are of 200 KB.
Also the previous and the new .sql files are not imported properly on the MySQL Database i have on my PC using Easy PHP.

Pls help

Open the dump up with a text editor and see what the final few lines say.
