I have a new member, just registered who gets this when he tries to log in. Am I right in thinking this is a server issue rather than a forum issue ?

Yep, sure is 

Mention it to your hosting company. Quite possible his username (or some text in it) triggers mod_security.

You could attempt to disable it by adding some code to a htaccess file as mentioned in the link below, however this may not always work as it depends on how your hosting has been configured:
