Administration Settings Bug Maybe?

Hello again!

I have come across another little something that's annoying me that I can't seem to fix help would be awesome!

Basically every setting in my admin control panel looks like this... Look below..



Why are the settings so far down?


Also clicking links such as "Main" or "configuration" don't do anything, I click them and nothing happens.. they seem to be dead links.

Fixed... The admin layout problem was just a theme error I made.... Whoops.

Though the dead links still remain.

The menu headings in the admin section are not actually links. There is no screen associated with those headings.
