Preventing users from using WYSIWYG?

Is there an easy way to prevent board members from using this editor?

Turn it off in the admin panel. IIRC it's in Admin > Forum > Posts and Topics > Post Settings.

In fact if you type in WYSIWYG to the admin panel search, it's the only result that comes back.
