No 'New Topic' button on locked threads?

Is it by design that there isn't a start a new topic option on locked threads?

Edit: Drat! Couldn't delete this. I looked around and realized my question has to do with themes and isn't a standard feature. (I think.)

I think so as I can't see it anywhere here nor on my forum (with the default theme edited)...
