Turkish attachment names don't appear on the forum

I have a Turkish forum and i use a lot of attachments download on the forum. But english letters are seen on the forum but if attachment has a turkish letter any of the letters aren't seen.

I have looked everywhere on the Turkish support but i couldnt find the solution.

Can anyone help me please?

Did you install Turkish-utf8 language? If not, please do it and switch to utf-8.
