So, somehow I messed up the very simple install process

Thanks.  Do you mean the /themes folder from the original ZIP?  I just uploaded that entire folder again via FTP, not seeing any change unfortunately.

Yes, that is what I meant. Try clearing your browser cache with ctrl + f5. If that does not work it could be a permissions issue or ownership of that file that is wrong.

That did it! For some reason the URL was being replaced with a generic type IP address.  I was able to update the URL's, and now good to go!
