Add an attachment to Admin Email

Could  it be  possible to add an attachment for an email being sent from the ADMIN Area's Email Your Members?

As an community emergency response & preparedness Team sometimes we get information that is pre-writen in either PDF, RTF, DOC, etc... format and would like to just be able to send it out to our members without having to go and retype everthing....

Actually, I'm working on (for later :/) something to allow attachments, of a sort, which will at least make this more possible...

At the moment now.  It was not implemented to 1.1
