Upgrade from 2.0.15 to 2.0.16 to 2.0.17

So I installed the 16 patch from 15 and when it was completed, first of all, it did not change the version to 16.  So, it keeps wanting me to upgrade to 16.   When I do it again, it says 16 has already been installed. 15, however, is still visible in the footer and on the admin control panel page.   It will not let me install 17 now.   I manually uploaded the 17 upgrade files to a newly created folder on my server under the Packages directory and made it writable.  Your canned verbiage on the upload response page tells me that once I upload everything manually, it will show up in the the browse packages list.  Alas, it is not.  What's going on?

I guess the installer did not change my SMF version from 15 to 16 during the upgrade, for whatever reason, so I manually edited the index file to reflect the 16 patch.  The 17 patch was then successfully upgraded.  All seems to be well.
