is there a way to like see when people make a multiple account on the same IP?

like if theyre not banned on anything like that

but if they make a multiple account, or account with same ip at least
that they cant, or when they do make it - a warning thread or message is given to the admin

the problem with that is lots of users can legitimately share the same IP.

I have a dozen users on my forum who use AOL and it is very common for them to all have the EXACT same Ip.

This is because alot of ISPs route their internet traffic through a couple of connections.
