I'm actually at PHP 7.2 at the moment, not 7.1 or 7.3.

2.0.17 is the current version.
If that is the version you are running, then you do not need to change versions.

However, the ERROR you are seeing means that you are possibly not actually running 2.0.17

Look at the header of the file in /Themes/default/index.template.php

Where do I find "/Themes/default/index.template.php"? I can't find anything like that. Could it have another name? Is there something in this screenshot I should be clicking on to look for this?

No, that's the database.  index.template.php is a file, you can open it in cpanel filemanager or ftp client.  The database and forum files are two different things.
