Just set up a forum and it will not send out emails for activation nor if I try to email a member from thier profile

I have tried the testmail.php and had success screen but no email recieved

3 things you can do.
1) Try to send mail to a different mail service than you have been testing with. Some services may block you for almost whatever reasons.
2) Use SMTP and see if this works better.
3) Contact your host and explain you currently cannot send mail from your forum.

Hi, I have tied all of that so far

Database is also not sending activation emails out to people so they can not activate there accounts

Okay, so what is your forum's sender address? Is it an address that is on the same domain as the forum?
What SMTP service did you try? Are you able to send mail from that service using SMTP outside your forum?
What did your host tell you when you contacted them?

the sender address is the same as the domain address
I have tried my smtp address for the domain when setting up the emails and also one from hostpapa

It's the settings in admin/maintenance/mail/settings that I should be altering?

Yes. This is where you are able to set the mail settings.
The sending address is defined in Admin -> Configuration -> Server Settings -> General: "Webmaster Email Address"

Have you checked your error logs, does anything appear there when you try to send mail?

Have you tried using a stand-alone email test script to see if it's just SMF that's got trouble sending emails?
