Difference between uninsall package and delete package

I want to remove Simple Portal from my site and install Tiny Portal.  In package manager what is the difference between uninstall and delete?

Exactly what it says really.
Uninstall will undo changes and remove the functionality, delete will only remove the install package (and your ability to reliably uninstall).

thanks for clearing that up.  Tried to make a custom php block using simple portal and it wouldn't let me read records from a mysql database.  Hoping that tiny portal will do better.

There is no reason why SP would not let you. What code are you using? (You will likely run into the same issue with TP.)

I started a second topic about this.  Basically I am just opening the database, reading 4 records and printing the contents.
