Edit smileys page not working as expected

Just upgraded my test forum from 2.0.19 to 2.1.1. Running with php 7.4. Default theme.
When trying to perform actions on my smileys on the 'edit smileys' page using the drop-down selection, nothing changes, regardless of selecting just one or all.
It seems to go through the motions, but just returns back to an unchanged list. Does not matter what is selected ie 'show on popup' or 'hidden' etc.
In the 'set smiley order' page, I can move individual smileys to the 'more' section, no problem.
There are no errors in the admin log.
Is there an upper limit of the number of smileys 2.1.1 can handle?
I have 1141 which works fine editing with 2.0.19.
I have since deleted them all and tried again with just 8 and it works as expected.

using the drop down selection for what? (and on what page? since there are dropdowns on multiple pages under edit smileys)


I just tested the functionality of the smileys management and was able to perform every action on the page, save it, and have that save be recorded...
