Resurrect deleted account?

Is it possible to restore an account that has been deleted?`I see that for users who deleted their accounts their name is still displayed in their posts. When I edit such post, I could add their email address. Would I be able to re-attribute those posts to such an email address then?
We also have a test forum with an slightly older database where one of those accounts still exists. Would that be transferable to the active forum?

Another question: Is it possible to assign a specific member ID (from a previous but deleted account) as well? Now that I've "resurrected" the old account of that member through re-attribution of posts, I would like to assign its old ID so likes would get re-associated with it again as well.

That would require lots of direct database modification, comprehensive knowledge of the entire codebase, and perfect accuracy. Otherwise you would break things horrifically.
