Just uploaded clean upgrade package, same result.  If you look at screenshot, checkbox for subdomain independent cookies is also missing.  Oddly, when I refresh page both fields display very briefly then disappear.

Sesquipedalian

I saw this happen once. Turned out to be an overzealous adblocker targetting anything labelled "cookie."
I promise you nothing.

Don't use ad blocker, FF blocks trackers so I don't see ads.  I'm seeing this on client forum, different serve, as well as my test install.  Don't think it happens in 2.0.  Not on my computer, will check tomorrow.

Julius_2000

I had the same issue once and it turned out it was the Ghostery add-on suppressing the cookie length option. My Noscript and AdBlockPlus add-ons, however, did not interfere.

Sir Osis of Liver

Confirmed, it's Ghostery.  Does it in 2.0 as well.  Surprised I never noticed it before.

Sesquipedalian

Yup, now that Julius mentioned the name, I recall that it was Ghostery in my case, too.
I promise you nothing.
