Adding Tables - Need some help please

I am not too good with tables,

but I'm creating a simple site and want it to be like this.

I created a 3 x 3 table, merged the first and second lines, leaving the bottom tables with 2 in them.

In the left table in the bottom row, I added a navigation bar (words with links) and in the right I tried to enter tet.

After a certain point (at the point where the box would have to start growing because of too much text in it) the navigation links would start the follow the main text down the page, how would I keep it so that it stays at the top of the page?
