Time format ?

it seem like time format which setting thru admin menu
wont actually work , the $modsetting['time_format'] never been use when display data ?
any one have the same problem ?

Yes, you have to disable the "Today" mod to make it work - this has been a bug since YSE.

Perhaps the best solution would be to have three different options in the admin screen: Date Format, Time Format, and Both Format (where Both Format would be a string like "%DATE at %TIME").

That way, the Today mod could just ignore the Date Format part of it, and use the other two bits. At the moment, having the option there is a bit silly, because it doesn't actually have any effect.

That's not entirely true.  Yes the "Today" option does override the time format setting for posts where it needs to say "Today..." but all the rest of the posts (prior to today) do use your specified time format even with the "Today" option selected.  I would not really call that a bug.  It might be... but only if the devs were expecting it to work differently.

See, no at.  For internationalization purposes, the order should not be forced either.

Anyhow, the time format in the profile over-rides the one specified in the admin center.  But, if you were to register a new member s/he would use that format string.

Indeed - so with the three-option setup, you'd be able to set the Both Format to "%DATE, %TIME" and get rid of the "at", with the added bonus that the Today mod would follow the time format of the rest of the forum.  :)
