Large Problem

I have inherited a situation that I really need help on.  I have a database from an old site that is way too big to edit.  Its half a gig in size, ridiculous to load even to edit, and too big for php admin as well.  Anyways, I need to import everything except I want to keep myself as admin and be able to change the permissions on the people who are currently in the database, once they are loaded.  Do I need to create a user group and then add them?
