Quoting in Safari 1.07 - not fixed anymore?

The following bug is listed as a fixed or a bogus bug, but it's cropped up on my forums for Safari users (not sure about Shira) and there doesn't seem to be any resolution to it in this thread:

Anyone know why it was moved to fixed/bogus bugs without an explanation? My users have been bugging me about this one for months.
