posting .wav files

Is there a way a member (with no administrative abilities) can post a .wav file so that it will play when that thread is opened?

What about someone WITH administrative abilities?

I don't want it to play anywhere on the board but the one thread with the code.  For example, a birthday thread playing "Happy Birthday to You".

Currently, this is not possible.  Playing sounds is also often browser-specific.
